The storms are prioritized as they are received.

If there are slots remaining and registration opens to everyone, storms are accepted first come first served.

So it's NOT by distance or country at all, is what you're saying.

As applications for storms are received they are prioritized (meaning put in the order of "potential acceptance").

IF there are slots left after registration has been open for 30 days (correction from one of my initial posts), they become first come first serve. Meaning they open up to everyone on a first come, first served basis no matter where you are from.
