Question About A Rule

I know the rules state that sampling is OK while in a slam to some degree.

But what if a poet gets on stage and 2+ minutes of their performance is the poet singing someone else song
Its like they sung for 2 minutes and 20 something seconds did a 30-35 second original poem.

My question is that fair?

Or let me rephrase performed a 30 second poem to a 2 minute and 30 second song

Don't know if it is against the rules.   I have certainly seen people try to pull this off, and score very low.

From page 36 of the PSi handbook:

Sampling.
It is acceptable for a poet to incorporate, imitate, or otherwise “signify on”
the words, lyrics, or tune of someone else (commonly called “sampling”) in
his own work. If he is only riffing off another’s words, he should expect only
healthy controversy; if on the other hand, he is ripping off their words, he
should expect scornful contumely.

Now, sampling is different than plagiarism, where you claim someone else's work as your own.

However, the main focus of poetry performed at a competition is on page 35:

1) Poems can be on any subject and in any style.
2) Each poet must perform work that s/he has created.
3) No props.

So if you have a significantly larger amount of content that is NOT written by the performer (more than 50%), you most assuredly have ceased to be performing your own, created work.

Thank you my point exactly so in this instance a 2min song from someone else in a 3 minute poem is not that poet original poem

When you say :30 poem performed to a 2:30 song, do you mean that it's 2:30 singing someone else's work and :30 original? Or do you mean that a poem that would have taken :30 to say is instead stretched out to the tune of a 2:30 song? Or something else?

I mean the poet walks on stage and start singing someone else song and it goes on for 2 minutes and 30 seconds, then they start reciting there original poem for 30 seconds at the 3 minute mark the performance is done

Not only would I totally call this on plagiarism, but I'm also unsure of how you'd even be able to keep the audiences attention for 2. 5 minutes of singing someone else's song.  Singing sometimes works as an intro, outro, or refrain, but I've never seen a piece that is nothing but singing for that long fare well. . .
